随着交通、通信条件不断改善及水文测验手段的不断自动化和现代化，水文测验模式改革的最大障碍已不再是水文站的水位流量关系和单断沙关系是否单值化问题，关键是区局和市局机关相关人员的思想解放问题。为此，从逾越不能单值化就不能巡测的思想障碍、逾越没有解决职工住房就不能集中办公的思想障碍、树立水文站只是一个信息获取点的思想、抓住难得机遇高标准建设市级水文巡测基地、改革用工制度和专项部门预算核定思路、制定出台水文测验模式改革的相关管理制度等6个方面，对水文测验模式改革需要逾越的思想障碍进行讨论，并提出了改革思路。

With continuous improvement of traffic and communication conditions,ceaseless automation and mod-ernization of hydrometric measurement methods,the biggest obstacle of hydrometric mode reform is no more the single valued issue of level-flow relationship and single section sedimentation relation. Ideological emancipation of staff becomes the key issue. The author discussed the ideological obstacles that reform must cross such as without single valued,without patrol metering;or without staff housing,without centralized office;and put forward that each hydrological station is only a data acquisition point.We shall seize the rare opportunity to construct city-level hy-drological patrol metering base of high standard,reform human resources policy and budget idea,draft relevant man-agement policy for hydrometric mode reform.
