完善的公安民警监督机制，是确保公安民警遵纪守法、依法行政、廉政勤政，保证政令畅通，提高公安机关执法效能，维护正常管理秩序的一项重要措施。立足于行政法的基本理论，探讨公安民警监督管理在公安队伍管理工作中的地位与作用，通过比较和实证的研究方法，剖析公安民警管理的现状，尤其是在当前的时代背景下，公安民警监督机制存在的不足之处，同时从外部监督机制和内部监督机制两方面进一步完善公安民警的监督机制，以保证广大民警依法履行职责和依法办事，保障和维护公安民警的合法权益。

To perfect the police supervision mechanism is an important measure to urge police to conserve rules and laws, to administer by law, to be honest and diligent, to ensure the government’s decrees will be implemented smoothly, to improve the effectiveness of law enforcement and to maintain the normal management order. Based on the theory of the administrative law, it is necessary to probe into the role and function of police supervision theory in managing the police forces. By comparison and research, analysis is made of the current situation of the police management, in particular shortcomings of the police supervision mechanism against the background of the era. Meanwhile, further improvement should be made in the internal and external supervision mechanisms so as to ensure that the police can perform duties by law and safeguard their legal rights and interests.
