高职精品课程建设的理念与原则是基于问题的学习和基于工作项目、任务的学习，其目标是实现“行动领域”与“学习领域”的相互转化，侧重点是“技能训练”与“理论支撑”，同时，在实际教学中注重“封闭型”“开放型”“开放创新型”三个层面的教学实施过程。以此，体现高职院校人才培养规格要求，实现高职教育的人才培养目标。
