确定评价体系的各级指标是建立城市道路节能评价体系的必要步骤，分析了城市道路节能影响因素，运用层次分析法确定了道路节能评价体系的分层结构，设定了指标选取原则，并分析确定了各级指标，能够对今后城市道路节能评价指标体系的进一步完善起到一定的参考作用。

Determining the indexes in an evaluation system at all levels is a necessary step to build energy-saving evaluation system of urban roads. In this paper, the energy-saving factors of urban roads are analyzed. By using analytic hierarchy process, the hierarchical structure of energy-saving evaluation system is determined, principles to select the indexes are set, and according to these principles, the indexes at all levels are determined at the same time. This study is useful for the im-provement of energy-saving evaluation index systems of urban roads.
