渤海是典型的半封闭性内海，承接北方三大流域以及汇流区污染物，生态环境形势严峻。虽然经过多年的治理，局部地区生态环境有所改善，但生态环境恶化的趋势并未得到根本扭转。本文通过对渤海环境治理失效原因以及日本濑户内海成功治理经验的分析，提出了建立渤海综合整治协调机制、开展环渤海三省两市发展规划及规划环评、建立完善的法律法规体系以及强化环境保护目标考核等对策措施，为渤海环境治理提供参考。

The sitution of Bo Sea is grim because it is the typical of half -closed seas, and undertakes the pollutants of the north three big basins and their converage area .After many years of comprehensive control , local entironment has been improved , but the trend of the entironment deterioration has not been a fundamental change .On the basis of analyzing the causes of Bo Sea envrionment management failure and seto island successful management experience , this paper proposes four suggestions:improving the comprehensive coordination mecha-nism of Bo Sea , drawing up the development plan and plan EIA of the tree provinces and two directcontrolled municipalities , establishing the perfect system of laws and regulations and strengthening the environmental protection goal evaluation .It will provide a reference for the Bo Sea environment treatment.
