香港核心价值观念的生成与发展，与香港本土的教育分不开。过渡时期以前，港英政府采取的教育政策孕育生成了香港核心价值观念中的“重商、自由、民主、法治、多元”特质；过渡期至今，香港公民教育的政策孕育生成了香港核心价值观念中的“爱国、爱港、和谐”特质。从香港公民教育的发展历程，可以看出香港公民教育在其核心价值观形成中的作用。
香港覈心價值觀唸的生成與髮展，與香港本土的教育分不開。過渡時期以前，港英政府採取的教育政策孕育生成瞭香港覈心價值觀唸中的“重商、自由、民主、法治、多元”特質；過渡期至今，香港公民教育的政策孕育生成瞭香港覈心價值觀唸中的“愛國、愛港、和諧”特質。從香港公民教育的髮展歷程，可以看齣香港公民教育在其覈心價值觀形成中的作用。
향항핵심개치관념적생성여발전，여향항본토적교육분불개。과도시기이전，항영정부채취적교육정책잉육생성료향항핵심개치관념중적“중상、자유、민주、법치、다원”특질；과도기지금，향항공민교육적정책잉육생성료향항핵심개치관념중적“애국、애항、화해”특질。종향항공민교육적발전역정，가이간출향항공민교육재기핵심개치관형성중적작용。
The formation and development of Hong Kong's core values can never be separated from its unique local education .Before the transitional period of the handover ,the educational policies adopted by the British Hong Kong Government had generated values like mercantilism ,liberty ,democracy , rule of law and pluralism in Hong Kong .From the transitional period to nowadays ,civil educational policies in Hong Kong have brought it with values characteristics like patriotism , love for Hong Kong ,harmony ,etc .From the perspective of development history of Hong Kong's civil education , the significant effect it plays in the formation of Hong Kong's core values can be seen .
