宋代于府、州之上另设转运使司、安抚使司、提点刑狱司和提举常平司，作为中央派出机构主持地方政务。每司所辖区域各为一“路”。有宋一代始终坚持以转运司路为主体的地方行政体制，行政区划层级为：路---州（府、军、监）---县三级。“路”制的创设，上承唐朝道，下启蒙元行省制。公元1001年分川峡地区为益州、梓州、利州、夔州四路，统称为“川峡四路”，南宋时简称“四川”。两宋时期，昭通境域大部属梓州路（潼川府路）所辖戎（叙）、泸二州。区域的大部份所辖区县。

The local government had more and more power since later Tang Dynasty .In order to change the situation and keep control over the local government ,rulers of Sung Dynasty made great changes to the local administrative sys-tem .At the same time ,a new government system was set up ,according to which the whole country was divided into a number of Lu’s ,each one was equivalent to one or several provinces in later times ,which include zhuanyunshisi(the fi-nancial bureau that mainly takes charge of imposing and transporting taxes) ,anfushisi(institutions that in charge of local military affairs) ,tidianxingyushi (institutions that controlling the local judicial power)and tijuchangpingsh (institutions that in charge of local marketing affairs) .It plays an important role in both military and national supply since its estab-lishment in Sung Dynasty as the financial bureau that mainly takes charge of imposing and transporting taxes .Through-out the Sung Dynasty the three levels of local administrative divisions was Road-state (prefectural office)-and county , which nexus between the“road” system in Tang Dynasty and the system of administrative province in Yuan Dynasty .By year of 1001 ,Ba-Shu area was divided into four Lus such as Yizhou ,Zizhou ,Lizhou and Kuizhou ,that so-called as“Chuanxiasilu” was also referred to as“Sichuan”in the Southern Sung Dynasty .Most of the Zhaotong region was a part of Rongzhou(also called Xuzhou) and Luzhou that under the jurisdiction of Zizhou Lu(Tongchuan) in the Sung Dynasty .
