唐代是中国古代社会的鼎盛阶段，政治、经济和文化的发达，为唐朝对外交往奠定了坚实的基础。这一时期，大量外国人来到唐朝学习和经商，为了保障外国人在唐朝活动应当享有的正当权利，稳定正常的社会生活秩序，唐政府专门制定了一系列涉外法律条文。这些法律条文涉及外国人出入唐朝边境的规定，外国人在唐朝生活、学习、经商等诸多方面的内容，体现了唐代法律开明严谨的特点。
당대시중국고대사회적정성계단，정치、경제화문화적발체，위당조대외교왕전정료견실적기출。저일시기，대량외국인래도당조학습화경상，위료보장외국인재당조활동응당향유적정당권리，은정정상적사회생활질서，당정부전문제정료일계렬섭외법률조문。저사법률조문섭급외국인출입당조변경적규정，외국인재당조생활、학습、경상등제다방면적내용，체현료당대법률개명엄근적특점。
Tang Dynasty is the prime stage of Chinese ancient society,and its prosperity in politics,economy and culture lays a solid foundation for it diplomacy. In this period,a large number of foreigners came to study and did business. In order to protect the lawful rights of foreigners in Tang and maintain the social order,the Tang government specially worked out a series of foreign-related laws concerned with the regulations on foreigner's border crossings,life,study and business,which reflects the liberal and rigorous at-tributes of the law of Tang Dynasty.
