The meaning and the characteristics of “negative list” management were introduced , and the possible problems in the application of this management mode were analyzed .At last ,the functions of it were dis-cussed in promoting hospital administration , mobilizing the initiatives of the medical personnel , and optimizing the cooperation projects management.
