本文首先明确了高速公路应急管理的内涵、应急管理工作内容和体系框架构成,并针对《公路交通突发事件应急管理》四级公路应急管理机构构成存在管理多头、信息不统一的问题,提出高速公路三级应急管理机构构成:国家级、省级、企业级,并对各级高速公路应急管理做了组织设计,明确了相应职能。该研究对提高高速公路突发事件的应急处置能力,力求在最短的时间内将突发事件造成的危害降到最小,有着重要的现实意义和战略意义。

This paper expounded the connotation of highway emergency management, including its work contents and system framework, and built a highway transportation emergency management mode to solve the problem of multiple management, and unified the information for the four class road emergency management agencies in highway traffic emergency management. In order to simplify the mechanism and improve the efficiency, the management mode was divided into three levels: a national-class, a provincial-class, and an enterprise-class. The constitution of mechanism and corresponding function of every level was clearly designed. This has important practical and strategic significance for improving highway emergency response capabilities, and to minimize the harm caused by the emergency situation in the shortest possible time.
