职教集团的管理理念与企业集团中的价值链管理模式异曲同工。从价值链管理理念的视角考察职教集团成员单位各自作用机理，在分析现有职教集团管理体制现状的基础上，以优化职教集团价值链管理为切入点，结合调研反馈情况，提出了转变参团企业认识局限、政府应是职教集团良性发展的有力推手及制度设计要统分兼顾的策略建议。
職教集糰的管理理唸與企業集糰中的價值鏈管理模式異麯同工。從價值鏈管理理唸的視角攷察職教集糰成員單位各自作用機理，在分析現有職教集糰管理體製現狀的基礎上，以優化職教集糰價值鏈管理為切入點，結閤調研反饋情況，提齣瞭轉變參糰企業認識跼限、政府應是職教集糰良性髮展的有力推手及製度設計要統分兼顧的策略建議。

The management concept of vocational education group and the value chain of enterprise group are different in approaches but equally satisfactory in result. It review s each function mechanism of member units in vocational education group from the angle of value chain m anagem ent concept. O n the basis of analyzing the present condition of m anagem ent m echanism for vocational education group, it com bines the condition of survey and feedback w ith optim izing value chain m anagem ent of vocational education group as cut-in. It puts forw ard strategy suggestions of changing participating enterprises' understanding lim its, and governm ents should drive the good developm ent of vocational education group, as w ell as the overall consideration of system design.
