为了实现应急灾害发生时药品筹备的时效性和科学性,必须使用科学运用模块组装的方法快速制定应急卫勤药品筹备目录以避免药品的浪费和携带不足,还要对应急卫勤药品进行全程监控,收集使用药品和剩余药品数量,掌握药品使用情况,智能预测后期战备补给。整个应急救援过程中建议采用移动技术,使用移动终端设备个人数字助理(PDA),该设备方便部署和携带,有助于实现整个保障过程信息化。其主要功能包括:移动入库管理(通过扫描药品包装盒上的条形码)、移动处方发药(通过扫描药品包装盒上的条形码)、移动库存查询(通过扫描药品名称),和自动生成药品补充计划(根据药品消耗、灾情严重程度以及灾情进度)。

As the result of study and analysis, the use of mobile terminal device personal digital assistant (PDA) was adopted. Portable,easy to deploy, and helping realize the informationization, this system has the main functions: mobile storage management by scanning bar code, distribution of medicaments by mobile prescriptions through scanning bar code, Mobile inventory query by scanning drug names, and Automatic development of plan of recharge of drugs based on drug consumption, severity of disaster, and progress of disaster condition and issuing of warning.
