新中国成立之初，我国就有生育保险，但进展不快。存在着制度建设滞后、覆盖范围不广、农民无保险、参保机会不公平、与其他险种不协调等问题。亟待推进城乡统筹规划、增强公平性，加快健全制度、增强规范性，营造良好环境、增强持续性。
신중국성립지초，아국취유생육보험，단진전불쾌。존재착제도건설체후、복개범위불엄、농민무보험、삼보궤회불공평、여기타험충불협조등문제。극대추진성향통주규화、증강공평성，가쾌건전제도、증강규범성，영조량호배경、증강지속성。
Since the establishment of People Republic of China, the maternity insurance system has already existed, but it is developed very slowly. There are still problems as that the construction of maternity insurance system is lagging behind, the coverage is not wide, the farmers do not enjoy insurance, the chance to be insured is unfair, and the coordination with other insurance systems is insufficient, and so on. It is an urgent issue to promote urban-rural overall insurance planning, to enhance fairness, to speed up a sound insurance system, to enhance the normalization, to construct a good environment and to enhance the sustainability.
