为方便慢性病患者长期用药，上海市探索将基本药物目录中部分适合慢性病长期用药以大简包装的形式进行招标。在价格评标的过程中采用了参考五省市同规格中标药品价格的方法，限制中标药品价格处于五省市中标价格区间的中下区域，在降低居民用药费用的同时，给予药品生产企业合理利润空间，避免由于价格过低造成企业停止供应或质量标准下降的局面。

For the convenience of patients with chronic diseases, parts of long-term used medicines in the Essential Medicine Lists were purchased by public bidding in the form of large packaging and simple packaging in Shanghai.
