师德建设是实施“以德治国”的重要内容和保障，关乎国家的长治久安；师德建设是教师队伍建设的根本，影响着人才培养的效率、方向和质量。师德兴则教育兴，教育兴则民族兴。近年来师德滑坡严重，一系列师德失范事件造成了恶劣的社会影响，引发了极大的负面效应，故而加强师德建设刻不容缓。师德建设要靠全社会的努力，要从物质和精神等方面多管齐下，形成尊师重教的大环境，“以法治教”，德、法并举，一票否决，常抓不懈。

사덕건설시실시“이덕치국”적중요내용화보장，관호국가적장치구안；사덕건설시교사대오건설적근본，영향착인재배양적효솔、방향화질량。사덕흥칙교육흥，교육흥칙민족흥。근년래사덕활파엄중，일계렬사덕실범사건조성료악렬적사회영향，인발료겁대적부면효응，고이가강사덕건설각불용완。사덕건설요고전사회적노력，요종물질화정신등방면다관제하，형성존사중교적대배경，“이법치교”，덕、법병거，일표부결，상조불해。
Teaching morality construction is the foundation of teacher team construction , which affects the efficiency , direction and quality of personnel training .It is very significant for the nation-al stability , since national development is based on education development , and education develop-ment is based on teaching morality development .In recent years , teaching morality is seriously neg-lected.It is urgent to strengthen the teaching morality construction .Teaching morality construction depends on the joint efforts of the whole society both materially and spirituality , and morality and law should be adopted synchronously and unremittingly .
