为探索南京市食药监系统的监管协调性影响因素，推进基层食药监系统的监管效能提升，本文基于文献研究和专家访谈，并通过对基层食药监执法人员的问卷调查，采用因子分析法对影响因素进行探讨。经分析认为，监管体制、协作制度、监管力量配置和监管环境4个因素对监管协调性有显著影响，未来基层食药监系统应从合理设置监管体制和运作制度、强化基层监管力量以及完善和统一相关技术标准和信息平台等方面入手，提高协调性以促进监管效能的提升。

In order to explore how the administrative effectiveness of the government can be improved by the factors inlfuencing the regulatory coordination of the food and drug administration system in Nanjing, we used factor analysis to investigate the inlfuencing factors on basis of document study, experts interview and questionnaire researches targeted on grass-roots enforcers. We concluded that the administrative system, coordination guidelines, the administration force and the administrative environment are the four factors affecting administration coordination significantly. Therefore, the administrative effectiveness would be improved in the food and drug administration in the future by setting internal functional competence reasonably, strengthening grass-roots enforcement and harmonizing technical standards and relevant information platform.
