This article argues that the social system, based upon the Constitution and laws of a country, with the government as its main responsibility, through certain institutional arrangements and mechanisms, provides citizens with economic welfare, national livelihood securities and social stability system. In the past century, major countries have all innovated and revolutionized their essential public service system, which forms various types of essential public services provision modes. The article introduces the various provision methods for public services of international countries, defines the major role of the government in the provision of essential public services. It also entails the methods of cooperation for essential public services among the government with cooperations and other social organizations. Ultimately, the thesis analyzes the growing trend in the provision of essential public services, such as the development of social-runs and the characteristics of the digital government.
