加强和创新农村社会管理，需要结合农村社会发展需要培育壮大各类社会组织，形成政府管理与基层自治的有效衔接和良性互动。当前“把兄弟”作为县域社会内部一种普遍存在的非正式的社会关系建构形态，是在正式组织功能缺失、现代政府建构不成熟、不完善市场经济下存在从业风险这三重背景下当事人寻求自我保护和发展的重要手段。在这种工具理性的主导下，“把兄弟”形成了一个以准血亲关系为象征，具有明确边界、有自身独特的利益追求，并具有重要活动能量的关系群体。其本身具有一定的合理性，但也存在明显的弊端。

Rural social administration requires cultivation of different social organizations,forming positive inter-action between government administration and self-governing of basic level. “Sworn Brothers”organization is a com-mon morphology of social relations in county domain. Establishment of sworn-brother relations is a method of self de-fense and development under triple backgrounds such as functional defect of formal organization,a half-built modem government and business ventures in the background of market-oriented economy. Driven by instrumental reason,“Sworn Brothers”organization evolves a relation group that has quasi-blood relationship,definite boundaries,special interests and mighty energy. It is rational in some aspects to some extent,and its drawback is obvious,too.
