本文利用国际通行的水资源紧缺指标对哈尔滨市水资源可持续发展状况进行评价，结果表明，除通河县外，其他地区均为缺水地区。可见，水资源紧缺已经成为哈尔滨经济可持续发展的瓶颈，需要对其水资源可持续利用进行综合评价。在系统性、全面性和可操作性的原则下，选用了9个指标，建立了水资源可持续利用综合评价指标体系，对11个县（市、区）的水资源可持续利用进行综合评价，对哈尔滨市经济的发展、生态环境的改善提供较为科学的参考依据。
