本文利用河南省1985~2008年城市发展及公路网络数据，借助引入可达性指标的Cobb-Douglas生产函数和灰色关联度模型定量研究可达性与城市经济发展的关系，划分城市发展类型，并提出政策建议。结果表明：河南省公路网络可达性的提升对城市经济发展起促进作用，高速公路建设的促进作用更为显著；根据城市发展系统与可达性系统的关联度和城市经济发展水平，可将河南省18个省辖城市划分为高水平协调型、低水平制约型、路网优先发展型和路网建设滞后型等4类。最后针对各类城市发展提出相应的政策建议。
본문이용하남성1985~2008년성시발전급공로망락수거，차조인입가체성지표적Cobb-Douglas생산함수화회색관련도모형정량연구가체성여성시경제발전적관계，화분성시발전류형，병제출정책건의。결과표명：하남성공로망락가체성적제승대성시경제발전기촉진작용，고속공로건설적촉진작용경위현저；근거성시발전계통여가체성계통적관련도화성시경제발전수평，가장하남성18개성할성시화분위고수평협조형、저수평제약형、로망우선발전형화로망건설체후형등4류。최후침대각류성시발전제출상응적정책건의。
In this paper,based on data about urban development and the highway network during 1985~2008 in Henan, the Cobb-Douglas function with accessibility as a variable and Gray Correlation model are used to study relationship between the highway network and urban development. The conclusions show:The improvement of accessibility positively contributes to urban economic development; According to gray correlation between urban development and the highway network and levels of urban economic development, all cities governed by Henan province can be divided into four types. Finally, we make some suggestions on future development of different kinds of cities.
