旨在为农村中低收入客户和小微企业提供微型金融服务的小额信贷机构，业已成为西部欠发达地区农村金融的重要组成部分。西部小额信贷在实施过程中逐渐显现出资金规模小，利率受限制，员工素质低，面临风险大以及外部环境差等一系列问题，针对这些问题提出了提高农民的金融意识，加速引导小额信贷市场化，加强小额信贷管理，防范小额信贷风险和营造良好的外部环境等措施来促进西部欠发达地区小额信贷的发展。

Aimed at low-income customers in rural micro and small enterprises providing microfinance services of microfinance institutions, has already become an important part of rural finance in the western underdeveloped regions. In western underdeveloped region, microfinance is gradually showing the short of capital, restricted interest rates, low quality of employees, risks as well as the external environment such as a series of problems. Facing with these problems, author puts forward to improve farmers' financial awareness, speed up boot microfinance market, strengthen the management of microfinance, prevent risks of microfinance, and create a good external environment and so on, so as to promote the development of microfinance in western underdeveloped regions.
