刘秀的“度田”实质上是中央与豪强为争夺土地和人口而掀起的一次利益争夺战，其最早源流可追溯到封建土地私有制的确立时期。通过对“度田”引起的“民变”本质的分析，能进一步了解中央和豪强之间不可调和的矛盾以及刘秀对于豪强所采取的抑制态度，从而认识度田对于东汉社会的稳定和发展起到了非常重要的推动作用。

The“Dutian Movement” , in essence , is a fight between the central government and the local rich and powerful group for the interest of land and people , which was originally dated back to the time when the feudal land ownership was con -firmed.Having realized the essence of the rebellion event caused by Dutian Movement , we can have a further understanding of the irreconcilable contradiction between the central government and the local rich and powerful group as well as the restraining attitude that Liu Xiu held towards the local rich and powerful group .The paper argues that “Dutian Movement had played an important role in the stability and development of society in the East Han Dynasty in China .
