新型农村合作医疗制度自启动以来取得了长足的发展，但当前也存在一定的制度性缺陷，这使得其在运行过程中并没有完全按照最初的目标轨迹前行，也使得该制度在未来的发展面临许多挑战。机制设计理论是博弈论和社会选择理论的综合运用，本文按照机制设计理论提供的一般方法对新农合的利益相关者进行分析，并对新农合制度存在的问题进行分析并提出相关政策建议。

Since being set up in late 2002,New Rural Cooperative Medical System has achieved great development in China,but there are still some institutional defects in this system,which makes it cannot completely follow the initial direction and faces many challenges in the future.Mechanism De-sign Theory,a field in game theory,studies solution for a class of private information games and social choices.Based on the perspective of MDT,this paper analyzes the behavior and benefits of stakehold-ers of NCMS and puts forward several relevant proposals to remedy the deficiency in the current NCMS.
