为保证装备保障任务可靠高效实施，研制机动指挥系统的指挥通信网络。该通信系统具有异构网络动态立体组网、多种通信手段智能融合、多层次网络通信指挥服务保证等特点，并且随着机动指挥节点的移动，网络拓扑实时变化，这对网络管理提出了智能化、高效化的管理要求。本文针对机动指挥系统通信网络的应用特征，提出了适合机动指挥通信系统的网络管理技术，并详细论述了网络管理系统的架构组成、设计思想、实现方法和操作应用流程。

The command communication network of mobile command system is developed, thus to ensure the efficient completion of equipment support tasks in reliable ways. The system is characterized by dynam-ic and multi-dimensional networking of the heterogeneous network, the automatic fusion of multiple com-munication means and multi-level command service assurance of network communication. The network to-pology can be updated with the movement of mobile command nodes. Therefore,the requirements of intelli-gence and high efficiency for network management are suggested. Based on the application of mobile com-mand system, the network management technology suitable for the system is proposed. Meanwhile, the framework composition, design philosophy, implementation and the procedure of application in the network management system are also discussed in detail in this paper.
