区域创新体系建设是区域科技发展规划的重要组成部分,其实施效果直接关系到科技规划实施的成败。以宁夏“十一五”和“十二五”科技发展规划中有关区域创新体系建设的内容为评价对象,重点从规划发展目标实现程度、重点任务完成情况两方面进行比较分析和评价研究,并提出编制和实施科技发展规划时在区域创新体系建设方面应重点关注的几个问题。
區域創新體繫建設是區域科技髮展規劃的重要組成部分,其實施效果直接關繫到科技規劃實施的成敗。以寧夏“十一五”和“十二五”科技髮展規劃中有關區域創新體繫建設的內容為評價對象,重點從規劃髮展目標實現程度、重點任務完成情況兩方麵進行比較分析和評價研究,併提齣編製和實施科技髮展規劃時在區域創新體繫建設方麵應重點關註的幾箇問題。

Regional Innovation system (RIS)construction is one of the important parts of regional science and technology (S&T) planning, and its implementation effect directly relates to the success or failure of the S&T planning implementation. The article takesthe RIS construction of the 11th five-yearand 12th five-year S&T planning in Ningxia as the evaluation targets, and puts emphasis on the realization of the major objectives and the completion of the key tasks by comparative analysis and evaluation study. Then advances some problems about the RIS construction that should be highly concerned in the process of S&T planning making and implementing.
