齐齐哈尔市作为欠发达城市，在2011年被世界卫生组织评为我国首个“国际老年友好城市”。文章分析了齐齐哈尔市养老服务政策的实施效果，提出：越是欠发达城市，解决养老服务困局越不能等待观望，应该把握区位特点，将劣势变为优势；发挥政策的杠杆作用，注重政府在养老服务中的主导作用；社会不同部门、组织要加强合作，协调做出养老服务制度安排；将养老服务的发展规划建设纳入城市社会发展总体规划，在为养老服务提供良好发展环境的同时，使城市经济也得到发展。

As an underdeveloped city, Qiqihar has been awarded as the ifrst Global Aging-friendly City in China by WHO in 2011. The paper analyzes the implementation effect of aging policy in Qiqihar, and points out that the less developed the city is, the sooner the aging problems should be solved. The government should change the disadvantage into the advantage according to the position characteristics. The leverage function of the policy should be developed and the leading role of the government should be focused. Various organizations should be coordinated to formulate and implement the service policy for the elderly. The development plan for the elderly should be incorporated into overall planning of social development so that it could provide the good environment for the elderly service and develop the economy.
