知识产权服务体系是国家创新体系的重要一环，其发育程度深刻影响着一个地区的知识产权的创造、运用、管理和保护的水平。以常州市知识产权服务体系为研究对象，围绕行政管理部门组织架构、中介服务机构、公共服务平台，深入分析常州市知识产权服务体系的现状，并针对知识产权服务体系建设给出五条对策措施，为政府及相关管理部门制定知识产权服务业的发展战略提供参考。

Intellectual property service system is the important part of the national innovation system , and the degree of de-velopment of intellectual property service system has a profound impact on the intellectual property creation , application protection, and management level.Situation and countermeasures of Changzhou IP service system is carried out based on the analysis of the organizational structure of the administrative department , intermediary service organizations , and public service platform.Finally five suggestions are given for government and the relevant administrative departments to develop IP service system strategy.
