楼宇是中心城区产业发展的新空间和经济发展的增长点，同时也是全球能源消耗和碳排放的中心区域，杭州市下城区作为浙江省首个城区型国家可持续发展实验区，低碳楼宇建设是实验区建设的一个重要内容并被列入《下城区“十二五”低碳城区发展规划》。在对杭州市下城区进行碳排放总量测算的基础上重点剖析该区楼宇碳排放的总量及其结构，从节能减碳的视角阐述低碳楼宇建设的重要意义。在实地调研基础上系统总结杭州市下城区创建低碳楼宇的四大瓶颈并提出相应的对策建议。

As we all know , buildings are the growth point of the new room and economic development of the industrial de -velopment in the central cities .Meanwhile , global energy consumption and carbon emissions gather in buildings .Xiacheng District in Hangzhou is the first urban -type national sustainable development experimental zone in Zhejiang Province .Lis-ted in“Twelfth-five-year Planning of Low Carbon City Development of Xiacheng District”, building construction plays a vital role in experimental zone construction .This article dissects the total number of buildings carbon emission and its struc-ture in this area on the basis of carbon emissions estimation .From the perspective of energy conservation and carbon reduc-tion, it explains that the great significance of low -carbon building construction , and summarizes systematically the major constraints in process .Moreover, it corresponds countermeasures by analyzing first -hand information gained in the field research.
