以规范突发公共事件控制程序为核心，以突发公共事件控制的系统化、模块化、高效化为研究目标，以突发公共事件的爆发阶段为起点，探讨爆发阶段需求-生产能力储备的关系。通过模型假设、仿真图形展示，从支援强度、运输约束、需求增加速度等方面提出建议；分析可靠路径与最短路径差异，建立可靠路径搜索模式图；从石油组织弹性、政府部落的协调、驻外使馆的沟通、战略层面联动四个方面分析建立应急联动的重要性，并以中石油为例揭示战略层面联动的正面效应；分析媒体公关带来的重要性，从企业的快速反应、发言口径、沟通的频率来突出公共关系的重要性。
