为有效应对煤矿事故,避免层次分析法中人的主观性对煤矿应急管理风险评价结果的影响,研究煤矿事故应急管理的定量化模型,提出层次分析与模糊综合评价相结合的风险评价方法。利用层次分析法确定煤矿应急管理风险因素各评价指标的权重,采用模糊评价法建立风险因素的综合评价矩阵,结合评价等级表对结果进行计算,得出煤矿应急管理的风险状况,为煤矿企业应急管理风险评价提供一种新的方法。

In order to effectively respond to accidents probably happening in coal mine , it is necessary to avoid the effect of subjectivity on the risk assessment results of mine emergency management with analytical hierarchy process ( AHP) .A new assessment method is proposed combining AHP with fuzzy comprehensive evaluation (FCE).In the method, the weights of each effecting factors are determined by AHP and the evaluation matrix of risk factors is assessed by FCE .Then it arrives at the conclusion of the risk situations of mine emergency management by calculating the results of the analytical level tables , which can provide a new quantitative assessment method for the emergency capability assessment of coal mine .
