促进科技与经济结合，加快科技成果转移转化与产业化，不但要有机制体制保障、资源投入与技术市场环境等，更需要一大批科技人员到市场中创业。正是基于此，通过对浙江省科技人员创业障碍因素与现有创业条件的分析，提出激励科技人员创业的对策建议，进一步放活人才、放开科技、放大优势，以期走出科技创业的缄默期，把科教人才资源向现实生产力转化。
