青东矿地质构造复杂，煤层赋存变化极快，局部倾角达30°以上，同时煤层断上断下较频繁，为此掘进施工期间必须大角度跟煤施工或找煤，但若是松散破碎顶板条件下大倾角施工，这不但增加了掘进施工难度，而且还增大了安全管理风险。根据青东矿独有的地质构造特点和现有的技术装备水平，采取了一系列得力的安全技术管理举措，成功的解决并完善了大倾角掘进施工的安全技术管理经验。
