我国目前正处于“社会转型”的特殊历史时期，社会转型迫切需要社会管理内涵的思维转变，公众参与社会管理是时代发展的客观要求。培养公民素质，提高公众参与社会管理的水平，营造公众参与社会管理的外部环境，形成公众与政府在社会管理中的良性互动，共同促进和谐社会建设。

Our country is in the special historical period of "social transformation ." Social transformation calls for the thinking change of social management .Public participation and social management are the ob-jective requirements of era development .This article suggests cultivating citizens'quality ,enhancing the level of public participation and social management ,creating external environment for public participation and social management ,and forming the favorable interaction between the public and government in social management so as to jointly facilitating the construction of the harmonious society .
