制度是人类社会的重要现象，与价值观的形成存在着双向互动的关系。社会主义核心价值观是社会主义制度的内在精神和生命之魂，而社会主义制度为社会主义核心价值观的培育提供了坚实的制度保障。新中国成立以来，党的几代中央领导集体都非常重视制度建设，始终把制度定型、方针定型、政策定型作为重大理论问题和实践问题加以思考和解决，为社会主义核心价值观的培育指明了方向、奠定了基础、提供了动力、拓展了途径。在建设和发展中国特色社会主义的伟大实践中，我们必须通过培育社会主义核心价值观来扩大人们对社会主义制度的信心和认同，通过对社会主义制度的坚持、发展和完善来推动社会主义核心价值观的培育，努力实现二者的良性互动。

System is a significant phenomenon of human society. There is a two-way interactive relationship between the system and the formation of the socialist core values. Socialist core values are inner spirit and the soul of life. Socialist system provides a solidly institutional guarantee for the formation of the socialist core values. Since the establishment of People ’s Republic of China, the generations of central leadership of the party attaches great importance to the institution construction, regarding system setting, orientation setting and policy setting as major theoretical and practical issues to solve. These achievements point out the direction, establish the foundation, offer the dynamic and broaden the approach in order to cultivate the socialist core values. In the establishment and development of the socialism with Chinese characteristics, in order to achieve the positive interaction between socialist core values and socialist system, we must energetically cultivate socialist core values to increase people’s confidence in the socialist system, through the insistence, development and completion of the socialist system to promote the formation of socialist core values.
