农村宅基地管理在规划计划、审批监管、流程退出等方面存在问题。对策建议:使村镇建设规划与乡村级土地利用规划有效衔接,制定切实可行的农民住房用地专项规划;改进农民住房用地计划管理,采取建设用地置换的方式解决用地计划的不足;调整审批权限,严格审批管理;改进审批办法,夯实产权基础;逐步推行宅基地有偿使用制度,促进节约集约利用;严格执行宅基地管理政策,激励引导农民腾退多余宅基地;推进宅基地使用权流转机制创新,增加农民财产性收入;完善收益分配制度,保障各方利益;改革土地二元化管理体制,促进城乡一体化发展。

This paper offers some suggestions on these problems involved in program plan, the permission and supervision, and the exit of process with regard to the management of rural housing land. The main suggestions of focus included:village construction planning effective connection with rural land use planning;drawing up a practical subject plan of farmers’ land for housing;taking the way of construction land replacement to resolve the deifciency of the general land use plan;adjusting the examination and approval authority, strictly managing the examination and approval;improving measures for examination and approval to strengthen the basis of property rights;gradually implementing paid use system of residential land, and promoting the economical and intensive utilization;rigorously enforcing residential land management policy, inspiring and guiding the farmers to vacate unnecessary residential land;innovating the transfer mechanism of land use right for farmers housing, increasing the farmers' property income;perfecting the income distribution system, protecting the interests of all parties;reforming the land dual management system, and promoting the urban-rural integration development.
