车载实时视频监控因其具有成本低廉，体积较小，安装简便的优点，日益受到人们的关注。本文为实现车载实时视频监控，以基于嵌入式Linux操作系统和ARM9处理器，通过USB摄像头对视频实时采集，再通过3G网络无线发射模板，最终监控中心通过WEB浏览器对运行中的车辆进行远程视频实时监控。这将保障了车辆安全以及降低违法行为发生的可能性，大大的保障了车辆及车内人员的安全。

More and more people pay close attention to an on-board real-time video monitoring because of its low cost, small volume, convenient installation. In this paper, for the implementation of the on-board real-time video surveillance we base on Em-bedded Linux operating system and ARM9 processor, USB camera for video real-time acquisition, then through the 3g wireless launch template, the monitoring center through a WEB browser to remote video real-time monitoring the running vehicle eventually. This will ensure the vehicle safety and reduce the possibility of illegal behavior occurs.
