分别从国内专利和国外专利两个维度，从专利的数量、有效维持情况、专利的价值、专利保护范围、被引用情况等多个角度揭示高校专利的核心竞争力表现，并与国外一流大学进行对比分析，发现“十一五”期间高校知识产权的创造非常活跃，但在庞大的数量背后隐藏了缺乏有效创新和高竞争力的核心专利等若干软肋。专利制度不健全、重量轻质的政策导向、对专利的管理和运用能力还比较弱、资金不足等都直接影响了专利在鼓励技术创新和推动社会发展的轨道上正常运行。据此特点，提出提高高校自主知识产权发展战略的若干建议。

This study analyzed the number of patents, effective maintenance of valid patents, the value of patents, patents protection range and citation of the universities from the two dimensions of domestic and foreign patents, and investigated the core competitiveness of uni-versity patents. Through comparing with the first-class foreign universities, it was found that the creation of intellectual property was ac-tive in domestic universities during the eleventh five-year period, but there were few effective innovation and highly competitive core pa-tents. The reasons were explored afterwards including imperfect patent system, poor policy guidance, weak management and use of patents and lack of funds. At last, a number of recommendations to improve the development strategy of independent intellectual property in uni-versities were proposed.
