高校是国家科技创新体系的重要组成部分，是技术创新的主要源泉。以山西省19所院校为研究样本，构建了山西省高校科技创新能力评价指标体系，运用主成分分析的方法评价了山西省19所高校的科技创新能力，并对山西省的19所院校进行比较分析。在此基础上，提出了提升山西省高校科技创新能力的对策。

Colleges and universities is not only an important part of national science and technology innovation system, but also the main source of technological innovation.As a study sample of 19 universities in Shanxi prov-ince, it is constructed that university science and technology innovation capacity evaluation index system .Principal component analysis method is used to evaluate on science and technology innovation ability of 19 colleges and uni-versities in Shanxi province.Furthermore, the paper comparative analysis on 19 colleges of Shanxi province.On this basis, the paper proposed upgrading countermeasures of universities technological innovation capacity in Shanxi province.
