依据现有法律法规授权，目前已经确立了统一协调的电信计费监管工作体系；形成了“先行制定标准、试点摸索经验、全国稳妥推进"的科学、高效的工作模式；逐步形成适应电信技术业务发展趋势、不断向纵深推进的工作机制。为了保证检测结果的客观公正，电信计费检测全部采用现场检测的工作方式，同时要密切关注电信计费发展的技术趋势。

Based on exploring the inherent law and keeping practice, there is thereby forming a clear duties and effective collaboration metering and billing work system in telecom regulation. Nowadays, scientific and effective metering and billing working model has been built in china which are standards first, pilot studying and spreading nationwide step by step. Working mechanism shall be formed gradually to adapt to the telecom technology development. Be-sides, localized testing methods and testing all points on site are necessary for objective and reasonable metering and billing results. At the same time it is more important to pay attention to development of telecom metering and billing work closely.
