本文在分析资源枯竭型城市转型现实障碍的基础上，运用豪利特（M.Howlett）和拉米什（M.Ramesh）的政策工具分析框架，系统研究我国资源枯竭型城市转型中政策工具的运用状况。研究发现，政策工具运用在纵向上逐渐完善和丰富，但对于转型问题的治理具有一定的倾向性。政策工具的运用呈现强制性工具占主导地位、混合性工具为辅、以信息传播和补贴为主、自愿性工具种类单一且力量薄弱等特点。针对现有政策工具选择和运用的不足，本研究从强制性、混合性和自愿性政策工具角度分别提出了政策建议。

Based on the analysis of the practical obstacles of the transformation of resource-exhausted cities, this paper uses M.Howlett’s and M.Ramesh’s Analytical framework of policy instruments to study the application status of the instruments in the transformation of the cities. It presents that vertically the application of the policy tools have been improved and enriched gradually. However, the instruments have a tendency to the governance of transitional problems in a certain extend. The characteristic of the usage of the tools shows that the dominant instrument is compulsory instrument, the supplement one is mixed instrument and the voluntary instrument is inadequate and vulnerable. Aiming at the problems of the application of the resent instruments, the study makes policy recommendations from the policy instruments separately.
