It is determined by socialist public ownership of land that the land ownership can not be traded disguisedly. With the property like land rent, the construction land usufruct fee is the consideration of land usufruct gained by obligee. Therefore, the construction land usufruct should be taken to the way for paid renewal. Free renewal is actually subsidizing the rich and increasing inequality between the rich and the poor. A clear time limit for the value of residential real estate can effectively reduce the estate speculation and stabilize house prices. The state should detail regulation for renewal of residential construction land usufruct to reduce the uncertainty of commodity house value.
