基于全要素能源效率框架,利用非参数卢恩伯格生产率指标,实证测算了多重目标约束下2000-2009年我国29个省份的全要素能源效率变动指数(TFEECI)及其分解成分,并借助面板数据回归模型检验其影响因素。研究结果表明:样本期内我国全要素能源效率主要因能源技术进步而提高,平均改善率为1.09%,累计改进8.37%;三大地区的全要素能源效率存在显著差异的变化特征,整体上显示出“东部-中部-西部”的发展格局;全国范围内,外资利用、经济发展、市场化水平的提高、产业结构以及能源消费结构优化均有利于能源效率的提升,但是各因素影响机制存在区域异质性。

Based on total factor energy efficiency (TFEE) framework, the paper measures total factor energy efficiency change indexes (TFEECI) under multi-objectives constraint of China’s 29 provinces and their components by utilizing non-parametric Luenberger Productivity Indicator (LPI) from the year of 2000 to 2009 and uses panel data regression model to test the indicators’influencing factors. The results of the study show that China’s total factor energy efficiency improved 8.37% over the period with the average increase of 1.09% and this was mainly driven by energy technology progress. The TFEECI differences among three major regions of China are remarkable and display the East-West-Central development pat-tern on the whole. FDI, economic development, upgrading marketization, improvement of economic structure and energy con-sumption structure all have remarkable effects on improving China’s TFEE, but the influencing mechanism of every factor exists regional heterogeneity.
