Since the establishment of Greater Mekong Sub-region economic cooperation, China, Mynnmar, Lao, Thailand and Vietnam has established and accomplished great achievement in tourism projects and human resources development. While this region is still facing difficulties and challenges, this paper focuses on the necessity of enhancing the leading competency of the GMS tourism leaders, and proposed a systematic curriculum for this potential course. Tourism leaders should be more involved in personal competency development in order to enhance tourism cooperation in GMS tourism cooperation. In this way, the GMS tourism industry would be more developed and achieving common prosperity in the near incoming future.
