在对湖南省湘西少数民族地区实地考察和问卷调查的基础上,运用主成分分析法和聚类分析法,分别对湘西3个县6个村的贫困脆弱性进行了实证分析。研究结果表明:影响湘西自治州少数民族地区农户贫困脆弱性的主要因子是相对落后的经济状况、不完善的社会保障以及恶劣的自然环境;不同区域农户面对风险的冲击和抵御能力有较大差别。因此,湘西地区应改变扶贫开发模式,开展发展式和参与式扶贫项目;创新贫困检测模式,建立动态扶贫监测管理新模式;统筹城乡综合发展,实现公共服务资源均等化;推广生态扶贫计划,遏制自然环境恶化;结合区域发展特点,制定针对性扶贫政策,以全面提升农户抵御风险冲击的能力。

Based on the interviews and questionnaires to the areas inhabited by the minority nationalities in Xiangxi Autonomous Region, this article analyzed empirically the poverty vulnerability of 6 villages in Xiangxi Autonomous Region through principal component analysis method and cluster analysis method. The results showed that Relatively backward economic situation, imperfect social security system and harsh natural environment were main factors to households’poverty vulnerability in the areas inhabited by the minority nationalities of Xiangxi Autonomous Region. There were great differences between these households in different areas in capability of shielding against risks. So, we should change the model of poverty alleviation and development in Xiangxi Autonomous Region and carry out development type and participatory poverty alleviation project. To improving households’capability of shielding against risks, it was suggested that: firstly, innovating poverty detection model and establishing the dynamic monitoring model of the poverty alleviation;secondly, balancing urban and rural development and achieving equalization of public service resources;thirdly, promoting ecological poverty alleviation plan to prevent environment deterioration; forthly, making targeted poverty alleviation policy according to the regional development characteristics.
