根据当前地方文献开发的现状，指出当前构建以区域性政府部门为主导，由高职院校图书馆发挥引领作用，多元合作构建区域性地方文献全文数据库系统，是解决当前地方文献重复性、盲目开发现状的有效途径，是促进区域性地方文献信息资源共建共享的有效方法。高职院校图书馆在地方文献建设过程中要抓住契机，综合运用人才优势、资源优势、技术优势，建设地方特色、校企合作、工学结合等三者合一的新型特色文献资源体系，走合作双赢的可持续发展道路。
근거당전지방문헌개발적현상，지출당전구건이구역성정부부문위주도，유고직원교도서관발휘인령작용，다원합작구건구역성지방문헌전문수거고계통，시해결당전지방문헌중복성、맹목개발현상적유효도경，시촉진구역성지방문헌신식자원공건공향적유효방법。고직원교도서관재지방문헌건설과정중요조주계궤，종합운용인재우세、자원우세、기술우세，건설지방특색、교기합작、공학결합등삼자합일적신형특색문헌자원체계，주합작쌍영적가지속발전도로。
According to the status quo of local literature development, this paper points out that the construction of a local literature full-text data base system in which local government predominates, vocational college library plays a leading role is an effective way to solve the problems of repetition of local literature and blind development, and is also an effective method to promote the co-construction and sharing of local literature information resources. Talent advantage, resource advantage and technology advantage should be used to construct a new characteristic local literature resource system through a road of sustainable development of win-win cooperation.
