1997年之前的法治建设评价以目标责任制为形式，依附于政绩考核；1997年至2005年为法治建设评价的宏观设计阶段，立法后评估成为新的形式；以余杭法治指数的出台为标志；2005年之后法治建设评价进入全方位、地方实践的阶段。法治建设评价实践表明，法治中国建设评价宜采取体制性的路径，为“五位一体”的全方位评价，从服务于政绩评价走向独立的评价，从以内部法律责任为保障走向以政治责任为保障的评价。
1997年之前的法治建設評價以目標責任製為形式，依附于政績攷覈；1997年至2005年為法治建設評價的宏觀設計階段，立法後評估成為新的形式；以餘杭法治指數的齣檯為標誌；2005年之後法治建設評價進入全方位、地方實踐的階段。法治建設評價實踐錶明，法治中國建設評價宜採取體製性的路徑，為“五位一體”的全方位評價，從服務于政績評價走嚮獨立的評價，從以內部法律責任為保障走嚮以政治責任為保障的評價。
1997년지전적법치건설평개이목표책임제위형식，의부우정적고핵；1997년지2005년위법치건설평개적굉관설계계단，입법후평고성위신적형식；이여항법치지수적출태위표지；2005년지후법치건설평개진입전방위、지방실천적계단。법치건설평개실천표명，법치중국건설평개의채취체제성적로경，위“오위일체”적전방위평개，종복무우정적평개주향독립적평개，종이내부법률책임위보장주향이정치책임위보장적평개。
Prior to 1 9 9 7 ,the construction evaluation practice of the rule of law took the form of target responsibility and was attached to the political performance evaluation.During 1997 to 2005,the construc-tion evaluation practice of the rule of law went forward into macro design stage,took the post legislation e-valuation as a new form and was marked by the introduction of index of rule of law in Yuhang district. Since 2005,the construction evaluation practice of the rule of law has entered into the full range,local practice stage.The construction evaluation practices of the rule of law indicate that the construction evalu-ation of the rule of law should take the institutional path,be comprehensive in five aspects,be independent from the political performance evaluation and be guaranteed by political responsibility.
