在刚结束的第十一届全国人大第三次会议上，温家宝总理在《政府工作报告》中指出：“大力发展公共体育事业，广泛开展全民健身运动，提高人民的身体素质”。这表明了政府对关注民生，关心人民群众健身需求的重视高度。文章通过对乌鲁木齐市农牧民参与全民健身活动的现状进行调查分析，进一步提出了改善乌鲁木齐市农牧区体育管理工作的对策和建议，希望对新疆农牧区体育工作的全面、深入开展，提供有益参考。

Premier Wen points out that we should devote major efforts to developing the public sports enterprise,carrying out nationwide fitness programs,improving people physical quality.”It indicates that our government regards the people's livelihood and people’s need of doing sports.This paper will provide further proposals to improve the sports management work in the rural area,Urumqi through the research on the situation of famers and herdsmen taking part in the Nationwide Fitness Programs in Urumqi city. We hope this paper can provide some beneficial reference to develop public sports enterprise in the rural ar-ea,Xinjiang.
