加高堤防是洪水防御的主要方式,也是洪水管理的主要措施,但是其在提高防洪安全、减小洪灾概率的同时,洪灾的潜在损失却越来越大,洪水风险越来越高。面临洪水威胁的荷兰,随着防洪标准的不断提高,持续的加高堤防遇到越来越多的争议和挑战,防洪观念和洪水管理策略需寻求改变。洪水风险管理的弹性策略是以现有堤防为基础,通过调整土地利用方式、分区滞洪及设置绿色河流等措施,达到提高河流泄洪流量、降低洪峰水位、减小洪灾损失和降低洪水风险的目标。弹性策略与加高堤防相比在提高防洪安全、减小灾害损失以及改善生态和可持续发展方面具有明显优势,对我国大河的洪水风险管理提供了有益的借鉴和启发。

Dike heightening is a major method of flood prevention, and is also a major measure of flood management. By using this method, the safety standard of flood control can be raised and the flooding probability can be reduced with an increase in the potential damage and the flood risk. The Netherlands, facing with flood threats and rising standards of flood control, is encountering more and more disputes and challenges for continuous dike heightening. Its flood control concepts and management strategies demand changes. Resilience strategies for flood risk management are based on the current dike system. The objectives such as increasing discharge capacity, reducing peak level, decreasing flood damage and flood risk can be achieved by adjusting the ways of land use, flood detention with dike-ring compartmentalization and green river strategies. Comparing to the dike heightening, resilience strategies have more advantages on increasing flood control safety, decreasing flood damage, improving ecosystem and sustainable development. The resilience strategies can provide a useful reference and inspiration on the river flood risk management in China.
