培训目标是培训课程开发的重要依据,也是检验培训课程有效性的终极指标。当前中小学教师培训在课程的设计与开发中存在着偏离培训目标的问题。究其原因,一是由于课程开发者缺乏目标意识;二是缺乏依据培训目标开发培训课程的实施策略。因此,需要对依据培训目标开发培训课程的流程、操作指南、注意事项及质量监控等进行深入的探究。

The training goal is important basis of training curiculum, and also is the ultimate goal to test training effectiveness. Presently, there are some problems in the design and development of the primary and secondary school teachers, whic is deviating from the training goal. There are two reasons: firstly, curiculum developers have no objective consciousness; secondly, they have no Implementation strategies toword to the course goal. Therefore, we should further study on the training course in according to the training goal, such as the process, the operational guidelines for school official cites use, matters needing attention, and quality inspection,etc.
