电力营销的相关系统在原电力公司中主要分为四层结构：客户服务层、工作质量的管理层、营销业务层和决策支持层的基础之上，从而完善业务机构升华与其进行的改进电力营销业务的信息由于交互很多，涉及到跨部门业务流程，所以其业务流程的协作交流更加频繁，并且在针对电力营销系统在发展上存在一定的问题矛盾，在SOA平台基础上设计电力营销系统，从业务角度出发，进行各个部门的信息服务与信息交流。
